She is half human and half vampire and physically she ages rapidly until a certain point in her life when she will no longer develop, but remain in that physical form. In the books she is the cause of the Volturi coming to Forks to confront the Cullens, because when Bella, Jacob and Renesmee go hunting, Irina orginally comes to make peace with the Cullens and she sees Renesmee running with Bella and Jacob by her side and Irina misidentifies her for an immortal child; the creation of which is the highest crime under the Volturi law as immortal children are not allowed to live because of their incapable nature to control their thirst.
